BlueWave Capital's competitive advantage lies in our unique access to project opportunities; our deep knowledge of the public policies and incentives that are in part driving renewable energy and brownfields projects; and our credibility among the public and private sector leaders who are instrumental to making these projects happen. In addition, our extensive experience in brownfields redevelopment gives us access to a wider range of renewable energy project opportunities that are well suited for these sites.

  • Deal Sourcing: BlueWave Capital has close ties to public and private sector leaders who are interested in hosting or utilizing renewable energy generating facilities, and to those with an interest in making sure brownfields sites are redeveloped safely and responsibly. These include real estate developers, business and property owners, utility executives, landfill operators, forest management companies, Chamber of Commerce executives, Mayors, public land trust fiduciaries, energy and environmental NGO directors, and other leaders throughout New England. Our team actively engages with this network and as a result identifies numerous promising project opportunities each year.


  • Knowledge of Public Incentives and Policy: Members of the BlueWave team have been actively involved in shaping public policy and legislative activities in the renewable energy sector both in New England and Washington, and have also played a role in shaping the federal, state and local policies that encourage brownfields redevelopment. As a Member of the New England Clean Energy Council's Executive Committee, and an active participant in the Council's work, BlueWave Capital's Managing Partner, John DeVillars, was deeply engaged in the development of ground-breaking legislation that has reshaped the renewable energy policy landscape in Massachusetts; work that began with his membership and involvement on Governor Deval Patrick's gubernatorial transition team. In addition, members of the BlueWave team enjoy long-standing professional relationships with Members and staff of the New England Congressional Delegation, President Obama's energy and environmental leaders, New England Governors and other officials engaged in directing the region's energy future.


  • Credibility: BlueWave has access to and credibility among the public and private sector leaders who are instrumental to making renewable energy and brownfields projects happen.
    • As the former Administrator of EPA New England and the Secretary of Environment for Massachusetts, and later as a developer, Managing Partner John DeVillars has earned a reputation for environmental stewardship and a steadfast commitment to advancing projects that are good for communities and the environment.

    • BlueWave Partner Elizabeth Bennett Carroll's work on brownfields projects dates back to 1995 when she helped establish EPA's national brownfields initiative. Since her time in Washington, she has helped develop brownfields programs for several states and municipalities and has been directly involved in the redevelopment of dozens of brownfields properties.

    • BlueWave's Director of Renewable Energy, Eric Graber-Lopez, is deeply knowledgeable and experienced in renewable energy finance and project development having spent six years as a renewable energy industry analyst on Wall Street, and for the past several years having served as Principal of Helia Ventures, where he advises renewable energy manufacturing, service and development companies on business strategy and project finance.

  • Combining Brownfields and Renewables: Our ability to combine our expertise in renewable energy with our brownfields experience gives us a competitive advantage on many projects. Brownfields sites provide some of the best opportunities for siting solar photovoltaic generating facilities and wind turbines. BlueWave has extensive experience developing such properties for higher, better uses; a deep knowledge of RCRA Subtitle D, CERCLA and other laws and regulations governing use of contaminated properties; and strong ties to those who own, control and manage such properties, including Mayors, public works directors, and landfill owners and operators.
